ABOUT THE BOOK
The main objective of the book entitled Right to Information to highlights the issues and challenges in implementation of the RTI Act 2005. It also discusses the judgments of the Supreme Court and High Courts and a few success stories and case studies which have contributed to the strengthening of governance through the RTI. This study is classified into seven chapters. The very first chapter introduces historical and conceptual development of the right to information, its philosophy and jurisprudential issues. Overview of the Right to Information Act, 2005 and overall mechanism of the RTI regime have been discussed in the second chapter. The third chapter deals with the constitution, powers, functions and activities of the Central and State Information Commission. The key concepts of governance, accountability, transparency and role of public authorities in implementation of RTI Act, 2005 are in the fourth chapter. The fifth chapter analyses the role and importance of media and civil society in governance through the RTI. The sixth chapter explores the genesis of the Right to Information Movement in India, role of civil society implementation enactment of the Right to Information Act, 2005 and brings out the value of democratic principles in the governance. The role of social audit in promoting transparency and accountability in effective implementation of the government schemes/programmes and bridging the gap between rights in RTI Act and its enforcement is examined in the last chapter of this Book. Hope this book will provide in-depth knowledge about Right to Information in effective implementation of government schemes and policies at grassroots level.
ABOUT THE AUTHOR
R.N. Bhatanagar has done LLB and LLM from Dr. Bhimrao Ambedkar University, Agra and PG Diploma in Constitutional Law, International Law, Administrative Law, Public Relations, and Journalism. He has published many research papers and articles in reputed national and international journals and presented papers in national and international seminars and conferences. He has 9 years teaching and 3 years practice experience. Presently he works as an Assistant Professor of Law in Uttaranchal University, Dehradun.
